The Treaty on European security by itself does not form a new order

The Treaty on European Security proposed by Russia, by itself, will not be able to form a new order of cooperation in security, if all the parties concerned will seek more effective ways of cooperation on key issues, said Wednesday in London, Deputy Foreign Minister Alexander Grushko.

“It is clear that the treaty itself does not form a new European security architecture. Need a new system of cooperation, common, or at least a balanced agenda, improved cooperation between existing organizations and players,” – Grushko said, speaking at an international conference “Towards a new architecture European security? ” (Towards New European Security Architecture?).

Conference organized by the London-based International Institute for Strategic Studies IISS, the Valdai Discussion Club “and Russia’s international information agency RIA Novosti.

Among the major challenges that lie ahead on the path of creating a new system of relations, according to Grushko, – creation of a new quality of cooperation in such areas as arms control, transparency of intent and joint counter common threats.

“It is necessary to obtain a specific result re-launch a series of discussions on the role of arms control and confidence-building measures. It is believed that the dialogue on START brought us back in the days of the cold war and the mentality of the Cold War. And I think that these statements are not baseless, “- said Grushko.

Thus Deputy Foreign Minister raised the question of what to achieve “greater security with less” impossible. To build security, he believes, must have clear ideas about military intentions and capabilities of all parties.

“Arms control – is to translate policy intentions into concrete figures and borders”, – he said.

Among other priorities, towards a new European security system called Grushko rejection of stereotypical thinking, the common struggle against common threats and to build clear action plans in the event of conflict, such as the inadmissibility of the use of military force and the priority of the negotiating efforts.

“In our mutual interests to avoid contests in areas where we are faced with common challenges, such as drug trafficking, money laundering, climate change, and so forth,” – he added.

Deputy Foreign Minister also said that Russia hopes that its initiatives will be carefully considered by all partners, and the result will be obtained “positive response”.

Russia, launched the new structure, has prepared a draft treaty on European security, which was published on the official website of the President of Russia on November 29. Document submitted to the European counterparts.

“We look forward to constructive discussion,” – said Grushko.

President Dmitry Medvedev in the summer of 2008 made a proposal to provide a mechanism for maintaining peace in Europe, that no State or international organization did not have a monopoly on this activity.

Draft prepared by Russia of the Treaty suggests ways of building a new security architecture in Europe. It provides, inter alia, states that parties to the Treaty on European security will be considered an armed attack on other parties as an armed attack on themselves and assist each other with military assistance. Parties also agreed not to accept international obligations that are not compatible with the document referred to in the Russians prepared the draft document.
